Th-' United States Govornmeht expresses regret for refusing to allow Mr Hasper, a New Zealand I>ank'clerk, to land in San Francisco, and thereafter deporting and imprisoning him at the Sandwich Islands, and agree to pay him four hundred dollars' compensation. (This refers to a case wherein a youqg man from this colony was last year turned back at San Francisco under the American Foreign Labour Contract Law. Mr Harper had been appointed to a position in America, and proceeded there to take up his duties. This being an infringement of American law, the captain of the boat was compelled under a heavy pemaity to carry him away from American territory. In order to keep him in hand at Honolulu, Mr Harper was locked up till the vessel sailed again.)
