Earl Spencer's letter. (Received Feb. 12, 4.23 p.m.) LONDON, Feb. 11 The Right Hou. H. 11. Asquith, speaking at a Liberal League dinner, said Earl Spencer's letter was ly a private pronouncement. The Right Hon. H. J. Gladstone denies that the letter is a manifesto,or to be regarded as equivalent vo a speech, and it is not generally so regarded, ' LONDON, Feb. 10. Earl Spencer's undertaking to stop Chinese immigration .after existing contracts is variously commented on Some newspapers consider it probable that the early -• granting of representative government will interfere, in any case, with the redemption of his pledge.
