The vessels are intended to reinforce Rozhdestvensky. They were allowed a limited quantity of coal, water, and provisions. RUSSIA'S FINANCIAL TROUBLES. OPERATING A LOAN IN BERLIN. LONDON, Jan. 11. Berlin is underwriting the Russian loan at 2Jd per ant. Only sixteen million is offering at present. The Times states that many believe that German financiers have been saddled with three-quarters of the loan, and that investors have been badly impressed with Port Arthur's surrender, and Russia's internal condition. The Daily Telegraph's Port Arthur correspondent says that the prisoners show no signs of starvation. They are in the best of health and condition. The officers appear Keenly to feel the humiliation of surrender. ODD ITEMS. LONDON, Jan. 11. ' There is a complete deadlock or the Sha-ho, owing to the strength ol the defence. The hospitals at Kiao-chau are ready to receive a proportion of the wounded from Port Arthur. The Hamburg-American line is hearing the cost of transport. The Japanese have destroyed 395 mines within a radius of forty miles of Port Arthur. General Nogi reports that Generals Nikitin and' Baili, with Admiral Wirrin, are prisoners. Generals Rcis, Nadhn, and Kostinkoff, and Admirals L'cntomsEy,' Grigorevitch, and Roshtibski have given parole. (Received Jan. 11. 11.20 p.m.) LONDON, Jan. 11. The explosion of a mine in Port Arthur killed twenty Japanese. The Kaiser has conferred the Order of Merit on Stoesscl and Nogi.
