NO CHANCE AGAINST ADMIRAL TOGO. LONDON, Dec. 7. The British Government is experiencing great difficulty in proving the intended destination of coal shipped from Cardiff. It is believed that eighteen ships here have been chartered to take Welsh coal for Russia and Japan during the next two months. I (Received Dec. 9. 10.30 p.m.) LONDON, Dec. 9. Captain Clarto, writing to the Novoe Vremya, says the Baltic Fleet has not a fighting chance against Admiral Togo. SYDNEY, Dec. 8. A statement has been made that the real reason for excluding Austral! aa* vessels from Marsfaalls i 9 that thie islands are .being used as a base from which to cool the Russian fleet.
