The New York correspondent of the Times says that American*, commenting on the convention, assume the existenco of a secret article providing for the punishment of the o Ulcers responsible for the North Sea incident. THE NAVAL COMMISSIONERS. ADMIRAL DEWEY DECIJNES NOMINATION. (Received Nov. 30, 10.10 p.m.) LONDON, Nov. 30. Admiral Dowey declines to act as a commissioner on the North Bee Inquiry Commission, because from hiß ranking as an officer he would j, be president and would be compelled to give the deciding vote. Admiral Fourier will be the French commissioner.
