MR BALFOUR CRITICISES THE LIBERALS. "PLOUGHERS OF LAND." LONDON, Nov. 29. The Right Hon. A. J. Balfour, Prime Minister, at a Primrose League banquet at the Hotel Cecil, delivered a vigorous speech. The future, he said, belonged to the Unionists. He contrasted the Unionist achievements with the profession of the "plougliers of land " (the Liberal Party), The latter had not found time to construct a policy, and never mode a suggestion calculated to cement the Empire or advance that social reform whereof they had beom (discoursing for half a century.
