A manufacturer s serious ALLEGATIONS. (Received Oct. 27, 10.5 p.m.) ST. PETERSBURG, Oct. 27. M. Mozoroff, a millionaire manufacturer of Moscow, informed the Grand Duke Serge, the military Governor, that a million roubles worth of cloth given for the use of troops in Manchuria was on sale in Moscow shops. The accusation of corruption led to a quarrel, and M. Mozorofl declined to apologise. Passports were tiht'ii handed to him. He threatened Ito close his factories, thus rendering sixty five thousand persons tele; but the Government intervened and withdrew the passports on M. Mozoiofl agreeing l to remain.
