tPer Press Association.) WELLINGTON, Oct. 11. In the Legislative Council a debate, lusting the whole afternoon, took place on the second reading ol tho Licensing Bill, lion. A. Pitt said ho hoped if the bill passed it would bring about forty years' peace on the licensing question, Hon. J. Rigg said he would move in committee to make it unlawful for any licensing committee to issue or renew a license to any hotel if owned by a brewer.

The whole afternoon in the House was d -voted to further consideration of the Shops and Offices Hill in committee, and no progress was made. Tte interpretation clause and its probable effect on country storekeepers proved a stumbling block which had not been surmounted at tlie dinner adjournment. It was contended by several member.' that the clause would work very harshly in country districts in regard to the delivery of goods. The Council mot again at 7.;1Q, and the debate on the second reading of the Licensing Kill was adjourned, after several other councillors had spokesii, until 7.80 tloniorrow evening. The Maori Antiquities Kill passed its final stages. The House resumed at 7.30, and further lengthy discussion took place on tho intorpretution clause of the Shops and Offices Hill. Eventually a new paragraph was carried, on. Mr Seddon's motion, extending the conditions under which goods can be delivered in country districts. The clause was then agreed to as amended.
