(Per Press Association.) WELLINGTON, Oct. 4. The Legislative Council only transacted formal business.
The House was occupied during the greater part of the afternoon in discussing the native land question, from the point of view of whether Maoris should have equal rights with Europeans in dealing with their lands.
Mr Carroll (Native Minister) contended that most of the natives were incapable of managing> their own affairs, and the House should not remove the protection afforded by law as at present. In the evening the following bills passed their final stages : Local Elections, Cook and Other Islands Government Act Amendment, Water Supply, and Maori Antiquities Act Amendment. The Electoral Bill was considered in committee at great length.
