AVOIDING POSSIBILITIES OF INTRIGUE, A CAREFUL DUTCH PREMIER. LONDON, September 13. Dr. Kuyper, Netherlands Premier, announces in the Second Chamber that the residence of the ConsulGeneral in the Transvaal had not bean fixed at Pretoria, which might ■become a centre of intrigue, as there was a group of Afrikanders there. Johannesburg, as the place of Lord ililiier's residence, has been selected.
