Borough Council.
ORDINARY MEETING. The ordinary fortnightly mooting of the New Plymouth Borough Council was held in the Town Hull lust evening. There were present : His Worship the Mayor (Mr K. Cock), Crs. Wood, Cli 11', Brooking, Wilson, Collis, lirowne, Ahier, and j Medley. I Application Mr R. J. West, »f Devon Street, applied for permission to connect has premises with the borough drain —The request was granted. —Electric Lighting.— Messrs Govett and Quilliam forwarded a copy of the reply of the solicitor to the Taranaki Cou»ty I Council to a communication o( the 23id inst. re electric lighting. Tae L deed between the two bodies/, with a slight amendment, was approved for sigiuituro by Crs. Wood and Brooking, on behalf of the borough. —Courtwiay Street.— Mr Stanley Smith wrote objecting to permission being given to Mr K. W. Bond to remove a fence across I Oourtaniay Street. , Cr. Wood said that evidently the ratepayers who wanted the fence removed thought the road wob some good. The letter was referred to the ret serves committeo. —Cottages Condemned.— Dr. Valintine, Assistant Chief ' Health Officer, forwarded certificate ; <)f condemnation of three cottages at the corner of Gover and Gilbert streets.—The letter was ruferred to the works committee. I —Hobson Street.— Mr L. E. Hudbert, of Buller Street, ( called attention to the state ■ oi' i Hoibson Street from Molesworth Street down, asking that it be properly formed.—Referred to works committee. —Reservoir.— f Items A. A. Vikult and L. G. P. Spencer, contractors for the construction of the reservoir at £3500 4s Gd, forwarded a copy of t)w contract signed .by them. Crs. Mr W. J. (iamblin, sexton at Te I Henui cemetery, asked for a further survey of tho portion of tho ccme- . tery sot apart for the Church of . England, as that already surveyed was rapidly becoming iillod.—Kvter 1 red to reserves committee. —Protest.— Mr K. li. Kingdon wrote objecting to the closing of Fulford Street as such a step would prejudically uffect his property.—lnferred to the works committee. —Water Power.— The manager of the Mangorei Cooperative Dairy Factory forwarded - copy -of a minute passed at ameeting i- of directors an Saturday last : , " That the New Plymouth Borough . Council be written to to the effect d that the company are advised that i whin the water required for the s Borough's purposes is taken from the Waiwakaiho Kiver above tlx* dam it will seriously interfere with our power, and that the company ask that tho council may in the •vent of suck Interference provide . the company with a power in substitution without expense to the company." Cr. Wood : Not much ! t Cr. Wilson advocated referring; it ~ to the enginoer, the suggestion being carried into effect. t, —Permission to Drain.— .i Mr Wm. Brown asked for permifis sion to connect a drain from a stable in Devon Street with the i- borough drain.—Granted. —lnspector's iieport.— The borough inspector reported that he had given verbal notice 1 to several persons regarding laying dowu crossings where there is horse traffic across the path to their sections, but was now delivering them in writing. About four that he had spoken to had hud crossings attended to. There will be a lot required for s the East ward. He su'gige&ted that _ when the permit is given for cross- ! ings any paljn not having a propel . crossing that the permit states the path to be planked over, as when carters lave jiermits they think ii is all light planted or not. As u rule they only protect the gutter. He , had visited the billinisi rooms und the theatre and reported everything i in order. A few report the pois>on- , ing of dogs still continues, but i "ot s0 many as a lew weeks back. He had also to report *.here is very little explosive goods' in tho borough. Cr. Wood failed to wee why thi , insjicctor had not taken a case , into court. Breaking the bye-taws ; was going om all over the borough. : He thought they should amalga- , mato tho offices of sanitary inspector ajid borough inspector. Hi I moved to that effect. Cr. CUIT endorsed tho remarks ol Cr. Wood, and seconded the motion. He asked whether the dog tax hiad been collated ; there were many stray dogs about. (Jr. Ahier did not agree with Cr. Wood. (Jr. Collis maintained the council had not work for two men, bul , could not support Cr. Wood's motion. He moved as an amendment " That the question of the amalgamation of offices be remitted to a committee consisting of the Mayor, Crs. Wood, Medley, and tile mover, to repqrt at a nter date." Cr. Wilson seconded. Cr. Browne asked whether if thi ■borough gave the extra work to the sanitary inspector, whether the Government might not appoint another insplector, towards whose salary the borough would have to contribute as it did to tho present officer's salary, Cr. Ahler strongly objected to certain members bring on ever)' committee. He thought it bad taste that Cr. Wood should be included in the committee, and worse taste in Cr. Wood accepting. The amendment was carried, Cr. Wood alone dissenting. On the substantive motion being put, Cr. Ahier wished to move as an amendment " That the namo of Cr. Brooking be substituted for that of Cr. Wood," but Cr. Brooking declined. On tho motion of Cr. Wood Cr Wilson was included on the committee in place of himself. Tho report was adopted. —Sanitary Inspector's lieport. The sanitary inspector reported having thoroughly disinfected one house in Devon Stitvt in which a person had died ot consumption. , As soon as those cases in Vivian Street of scarlet fever ure recovered, tho houses would be disinfected With regand to the depositing of 1 nil|bisli in Gover and Holison Streets, he stated that the deposit, in Hob- / son Street, consisting mainlv of old tins, has been lying there for over eighteen months, and with tlhe ex- : ception of one load that in Cover 1 Street was also an old deposit. The motion was cuiriod. —Works Committee's iieport.— On consideration of the works committee's report, Or. He aaid he moved the amendment in order to show that be protested against the manner in which the agreement was drawn up. Cr. Wilson said that »ince the works committee met he had gone into the mutter and came to the conclusion that as tlie council had laid pipes on the land there was nothing lor it but to submit. He hoped the present matter would be a lesson to the council and its servants net to act upon these agreements until the negotiations were absolutely completed. The amendment was lost, and the rejwrt adopted. —General.— Cr. Canter was grafted leave oi absence. On the motion of Cr, Collis the •■lucmion of connecting the new water service with tlio old was referred to tlw works committee. uis Worship reported that Mr Gkd'hjll would not soil his two acres, but for a simall rental would allow access to his land for laying the main. This will also be considered by the committee. Cr. Wood advocated giving effect to the resolution of the council that licenses be granted without examination to plumbers who have been at the work for ten years prior to the passing of the motion.—The suggestion was given effect to. lhe council went into committee to consider tenders for the erection of a lirobell at East End. On resuming, his Worship reported t!uu tenders had been iiectiived from Mr li. W. Bond, £279, and £228 12s alternative tender ;Mr A. Cliff £297, and £252; and Jas. Salt,' £254, and £215. The lowest tender, £215, was accepted,
