HEAVY FIGHTING AT I'ORT ARTHUR. STUPENDOUS OPERATIONS. LONDON, August 30. The Japanese are employing thousands of Chinese at Port Arthur in filling moat 9 with sand bags, digging trenches, and constructing earthworks. Heavy fighting has been resumed. NEARING THE END. THE ARMAGEDDON OF THE EAST.

(Received August 31, 10.39 p.m.) LONDON, August 31. The Japanese Legation in London states that the fall of Port Arthun is near.

The Moscow newspaper Novy Krai publishes sensational accounts oi the bloody lighting at Port Arthur. It declares that the Japanese have lost 30,000 killed and 25,000 wounded since July 17th REPORTED JAPANESE ENTRY. NON-COMBATANTS REFUGING IN FORTS. (Received August 31, 10.39 p.m.) LONDON, August 31. It is reported at Tokio that the Japanese have captured the Port Arthur waterworks at Chou-cis-ying. Russian refugees at Tien-tsin state that the Japanese have entered Port Arthur, and that non-combatants are refusing in tihe Golden Hill and Liao-ti-shan forts.

A PROMISE HARD TO KEEP. STIMULATING THE GARRISON TO GREATER EFFORTS. General Kuropatkin recently urged General Stoessel to hold Port Arthur for another month, promising to bring half a million men to the rescue.

It has been decreed that every month's service by officers and noncommissioned officers defending Port Arthur will be reckoned as a year, dating back from May Ist.
