THE' ARBITRATION HILL. MELBOURNE, July 15. Mr Keid moved, with a view of obtaining a test vote, the exclusion of ■eamen from the operation of the Arbitration Bill. (Keceivod July 15, midnight.) MELBOURNE, July 15. Mr Watson (Premier) said trie Government felt that the Arbitration Bill was ineffective and incomplete without the clauses dealing with seamen, and could not accept Mr Rcid's •uggestion that the clauses should be included in a separate bill. Mr Heid contended that the inclusion oi shipping matter in the bill would cause it to be held for assent. Mr Hughes (Minister for External Aflaira) admitted that such was likely to occur. He also admitted that the Arbitration Hill without the clauses under debate would not refluiro to be held for assent. In- face of this admission Mr Reid Said the Government, owing to its business inaptitude, would make a fatal mistake in insisting on the inclusion of the- clauses, lie moved the Omission of the first words of the clauses, in order to test the matter.
