THE ARBITRATION BILL. MELBOURNE, July 13. The Arbitration Bill is being considered in committee. l£r Watson, Premier, moved a new clause 'prohibiting either Party ema ploying counsel. This was strongly opposed. Ultimately Mn Watson accepted an emehdment that leave of a Judge may be obtained 1 to employ Counsel, and this was carried. Mr Watson introduced clauses applying U»e measure to oversea shipping, so that foreign vessels maybe made to comply with the same conditions as those employed on local shipping. Mr Deakin thought the clauses out of place,-a provision being in the Shipping' Bill. He did not believe as award against foreign ships, whose agreements with their crows wore* made at foreign ports, could Jbje enforced. The debate was adjourned. "Mr Robinson said the New .Zealand law • was practically a dead letter, end was merely introduced by Mr Seddon as a bit of bluff. Mr Bruce-Smith declared the now clause entirely anti-Imperial. Australian legislation should be directed towards the promotion of the solidarity of the Empire. This cut right Across that principle
