CONSCRIPTION IN ENGLAND NOT DESIRED. LONDON, May 31. The Daily Express states that the Government disregards the recommendations contained in the report of the Duke of Norfolk's Royal Commission which suggest the initiation of a form of conscription, and will thoroughly re-organise the auxiliary forces.
