At first Britain and America were inclined to endorse Kaisuli's demand. President Roosevelt and Colonel Hay (Secretary of State) have now decided that it is impossible (o force the Sultan to accede to Kaisuli's lenus. who in addition to an indetu- ! i-ily and ransom demands of Ihe Suli;m the withdrawal of forces from ;he Tnnejers province, leaving Kttisuli to control the district. Four American cruisers and two gunboats are proceeding to Tangier*.
