FINANCE BILL CRITICISED. (Received May 18, 1.8 a.m.) LONDON, Slay 17. Sir lfenry Campbell Bannerman moved an amendment to the Finance Bill, condemning the largo and continuous increase in the national expenditure. lie declared that apart from the expenses of the Boer war the ordinary expenditure had increased 23s Id per head. Since 1805 the cost of the fighting services has increased by forty millions sterling. Ho denounced the Government's clap-trap about Imperialism. The debate was adjourned. Commoners exhibited but little interest in the discussion.
