FISCAL REFORM.
MR CHAMBERLAIN SPEAKS AGAIN, (Received May 18, H,Bg p.m.) LONDON, May l&, i phamberlain, speaking at Birmingham, said he was confident in the ultimate triumph of hig proposals. He strongly defended the Government, but recognised that it might have spent its' popularity " J * and be destined to suller for vir- ' tues by a temporary reverse at the next election, which ought to coma within a reasonable time. He 'asked Lord Rosebery and the Duke of Devonshire to define what they required. The colonies had a, general l desire for mutual preference witto the Motherland, and our commercial rivals were plying the colonies with preference schemes. The colonies could not expect ever to hold aloof when an advantage way offered by clinging to our skirts in indecision. He doubted U fiscal reform would be the issue at the next election.
