A POLITICAL SCANDAL.
REPORT OF A VICTORIAN COMMISSIONS. MELBOURNE, May XI. The report of Mr Justice Hood, as a Commissioner appointed to inquire into several allegations of bribery against certain persons connected with the Independent Order of Foresters, has been presented to the Government. He finds that I)r. Montague gave money to Sir Alexander Peacock (the then Premier) with tho object of corruptly and improperly influencing him in the performance of his public duties, hut that the Premier did not receive the money with any corrupt or improper intent ; that Dr. Montague offered money to Mr George Mitchell, a candidate for Parliament, with the object of corruptly and improperly influencing him and Sir A. Peacock, but that Mr Mitchell did not accept. Mr .1 ustice Hood also finds that there was no offer or gift of an insurance policy to Sir A. A. Peacock. The Commissioner refers to Sir A, Peacock's action as •imprudent and. peculiar, but not corrupt. He exempts Mr Mitchell from blame, and in branding Dr. Montague's action as corrupt he holds that the society for which he was kcting was equally to blame.
