Brooking drew attention lo the fact that building's were being erected without permits. He thought it was time some strong action was taken against these offenders. Cr. Ahier asked Cr. Brooking to f|Uote the bye-law. Cr. Ilrooking said that sections 8, 0, 10, and 11 of b.yclaw 90 applied to the case, lie would not move any further just now, but he thought it was time the public 1 understood that, they had live-laws and intended to carry them 'out.. Mr l'etriu wrote asking tile Council to provide water for his men. Received. Mr Petrie also forwarded a copy of a leading article iu the Doily News upoa the electric light subject. The Inglcwootl School Committee wrote thanking the Council for tho use of the hatha on the occasion of the children's picnic! The Colonial Secretary forwarded an approval of the abattoir charges proposed. The Taranaki County, Council submitted an agreement for erection of poles for tho electric wires. —Tho letter was referred to the Council's solicitor for consideration.

The Borough Inspector's report was read and adopted.

In answer to the Mayor Mr Stohr said that the stocks of kerosene kept were mostly below the quantities authorised by the licenses. Tho report of the Inspector of Nuisances was read.

The Mayor gave an instance of an insanitary dwelling which needed attention.

Cr. Brooking drew attention to the fact that a place reported upon six months ago l>y the inspector had not yet been cleaned.—l'pon the motion of Crs. Carter and Wood, it was resolved that Mr Kendall lie asked lo attend the next meeting of the Works Committee. It wad resolved that the Council view the New Zealand Clothing Company's premises in connection with a proposed brick wall. REPORTS. Tile Finance Committee recommended the payment of accounts.—Adopted. It was resolved that the committee meet 011 Monday next at 7.30 p.m. Tho Mayor said lie would lay the estimates before them that evening, and they could be considered next Monday. Cr. Ahier moved that Crs. Cliff Ilrooking, the mover, and his Worship the Mayor as chairman be a committee to go through the accounts previous to presentation to the, Council.

It was pointed out that, the Works Committee dealt with the accounts during the first half hour, it would be necessary to rescind that. Or. Brooking said the Finance Committee could appoint n sub-coni-mittee to consider the accounts.

Or. Ahier said he would accept that.

The Works Committee's report was read and adopted. A special report with refereneo to driving horses was submitted by Or, Brooking on behalf of tlie committee. The hours suggested for driving were between midnight and 7 a.m. in certain streets. The question of cattle driving was deferred until the engineer can report upon the feasibility of continuing Leech Street from Carrington Road to Cover Street.—The report was ado]) ted.

The Sewerage Committee reported and recommended that the sewer should be extended along Devon Street to the highest point of the present system before Devon Street is re-metalled in that part, and (2) that the next lengths of sewer be laid as follows :—Devon Street from Queen Street to Dawson Street ; Dawson Street, bet. weou 1 Vvon Street and King Streets ;• and Kiny Street lo tho Huatoki Hiver.

The Mayor seconded the adoption of (he report.

Or. Carter supposed Mr Mestayer's plfn would have to be curtailed. Cr, Brooking said that would be so, but they were dealing with a populous part, and cpuld curtail whero the population was not so thick.

Cr. Ahier suggested that a map of the borough should be in the room, so that young councillors like himself could understand where the localities referred to were. Cr. Carter moved that clause 1 of the report be referred buck to the committee and that they report up-( on that portion of the scheme they propose to omit.

Cr. Brooking said it was impossible to say. The schemo would have to be curtailed in any case, as £IOOO more had been spent upon the septic tank site, and therelore they had that amount less to deal with.

Cr. Wood strongly supported Cr Brooking's recommendations.

The motion to adopt the report was curried on the casting vote of the Mayor. Ayes—Crs Wood, Cliff, Brooking, and the Mayor. Noes—Crs Collis, Carter, Ahier, and Medley. Cr. Tlrooking said ho would resign his position on the Sewerage Committee.

The Electric Light, Committee reported that, six tenders had been received for the supply and erection of an electric installation for New Plymouth, under Air Mestayer's specification, and one tender for supply of a portion of the plant. The amount of the lowest tender, when taken in conjunction with the work Council will be required to do in addition was in excess of the amount originally given to (he Council as sufficient for the whole iastallation. The tenderers, too, are evidently in doubt, as to the' precise meaning of some portions of the specifications, and the committee suggest that further information be obtained from Mr Mestayer and that in tho meantime the whole of the tenders remain in the Council's hands for further consideration.

The report was adopted upon the motion of the Mayor and Cr. Brooking.

Cr. Wood moved the extension of the llevon St reef, metplliiifj, to include Umt pttrtipii p,s fur as the new drainage authorised will go, and also Itulteel Street.—Seconded by Cr. Brooking and carried. Tho Mayor reported that he had given permission for a sacred concert on Sunday for the benefit of Iho hospital.
