CAPETOWN, April 25. Louis Botha, addressing a Dutch meeting held at JohuTine.<£>urg for the purpose of electing delegates to tfcc Boer Congress fixed for May, denied that a single Boer intended to Tevolt ; nevertheless at the right time and in the right manner the Boer's meant to exercise the vote, and not submit to become political playthings. He deprecated racial dissension, and advised the Afrikanders to adhere to old methods.
