ENGLAND'S NAVY.
THE SUBMARINE FLOTILLA. LONDON, April 7. The Times states "that since a British fleet of i sub|niarines will be completed by the end of 1900, at a cost of n million and a half, the Admiralty ought to abandon its policy of secrecy, as the adoption of . sulliaarines must react with tremendous effect on other branches of naval construction and tactics. The Admiralty is arming six of *h» County class of cruisers with foui 7.5 in guns.
