On and from Maim 1, 1901, the postage on newspapers to and from the United Kingdom will be reduced to one penny per paper, irrespective of weight, subject to these conditions : —All newspapers exceeding 8 ozs in weight prepaid one penny are to be forwarded by direct steamer only.
