THE NEW FEDERAL BILL. {Received March 17, 0.10 a.m.) MELBOURNE, March l(i. ; The Navigation liill will ho introduced in the Senate to-morrow. It is a comprehensive and drastic measure, of nearly six hundred clauses. One of the most important features is that all vessels trading in Australian waters must lie subject to the common rule laid down by the Commonwealth Ai'lul ration' Court. Itritish vessels will In- allowed to t'Ugage in coastal trade only on condition that they pay the same wages and comply with the same labour conditions as Australian ships. Foreign \esscls are in addition compelled to give special guarantees of payment of the Australian rate of wages. Special exemption is, however, made in the cuje of big liners hailing to Westralia. The exemption is so worded that the common ride does not apply lo British or foreign vessels from Europe lill they touch at Adelaide. They arc free' between that port and I'remantle. Special attention is paid to safeguarding the lives of waterside workers, and power is given to the (lovernuienl, to insist that every ship visiting Australian ports must have up-to-date gear for holding cargo.
