The public are notilied that newspapers over So/., which it is desired may be sent by San Francisco or Ft-deral routes must be specially superscribed and prepaid at the rate of Id for the first four ounces and id for each succeeding 2oz or fraction thereof. NOTE.—Letters for United States of America should bo prepaid 2&d per hull' ounce. SPECIAL ITOTE. On and from Marcn 1, 1904, the postage on newspapers to and from the United Kingdom will he reduced to one penny per paper, irrespective of weight, subject to these conditions All newspapers exceeding 8 ozs in weight prepaid one penny are to be forwarded by direct steamer only. Newspapers not exceeding Soz prepaid at the penny rate may be forwarded by the San Francisco or Federal mail service, or direct, etc. Newspapers exceeding Boz, if prepaid at existing rates, i.e., a penny for tho lirst four ounces and for each succeeding 2 ounces, may be sent by the San Francisco and Federal mail lines. Wholly unpaid papers are to bo detained and advertised as in the case of printed papers. When more than onii newspaper is enclosed in the same bundle the postage on each newspaper must be atlixed in stamps, otherwise the parcel will be surcharged at printed paper rates and Bent on by direct steamer.
