THIBET.
BRITISH AND RUSSIAN INTERESTS. LONDON, Feb. 8. The "White Book" jupt issued dealing with TMbet states that after the Czar bad received the Thibetan inis- __ Stan m 1901, Sir S. C. Scott, Bri«sb Amjjasaador at St. Petersburg, informed Count Lamsdorff that Great Britain would not acquiesce in a disturbance of the present status in Thibet. The Russian Minister declared that the mission was not a political one, and admitted that Thibet was outside the Russian sphere. Subsequently the Dalai-Lama, or King of Thibet, became increasingly insolent, returning Lord Curzon's (Viceroy of India) letters unopened.
