He was sure the Council dkl not wish to press heavily on horse owners, but they must keep horses off the footpaths, and the enforcement of the by-laws was tlte only way to dp this. Some of the drivers seemed to have absolutely no respect for the footpaths. He motion was aldopted, and tlte deputation withdrew.
