MR SEDDON MOVES IN THE MATTER. (Per Press Association.) AUCKLAND, Dec. 12. The Premier Ims communicated with the .Governor requesting him to 'notify to the Secretary of State (or the Colonies the case of Mr Harper, who was refused permission to land at San Francisco. It is his intention to ask the Postmas-ter-General to bring under the notice of the Sprpckles Company the ponduct of t'hp captaiin of the steamer in refusing to accept bail at Honolulu. The contract for the 'Frisco service is not yet signed, and such treatment of New Ztealanders will not be permitted.
