HERBERT SPENCER. LONDON, Dec. 8. The death is announced of Herbert Silencer, author, aetat 811. Herbert Spencer was born at Derby in 1820. He was educated by Iris father, a. leuuher of mathematics at Derby, and by his uncle, a clergyman and wrangler.
