EFFORT TO DISCLOSE INTRIGUE. ST. PETERSBURG, Dec. 4. The National Zeitung publishes a statement from St. Petersburg that the Grand Duke Michelovitch is striving to open the Czar's eyss to the machinations of Count Camarilla, who secretly acquired extensive Koivan forests and sought to precipitate war with Japan in order to secure enormous profits. LONDON, Dec. 4. The Times' Tokio correspondent declares the optimist statements regarding Russia's pacific procedure in not confirmed by Russia's act in 'maintaining silence regarding Japan's proposals. LONDON, Dec. 5. The Standard's Tientsin correspondent, commenting upon the comicality of China even dreaming at this juncture of fighting Russia, declares the cry in Chinese circles is all for war. The Government at Pekin is thoroughly afarmed. The fear of the partition, the occupation of Mukden, and the desecration of Manchu tombs has roused the Court as nothing else could have done. SITUATION UNCHANGED. Received 7, 1.13 a.m. LONDON, Dec. 6. The situation between Russia and Japan is unchanged.
