Sir Arthur Law ley, speaking l at a banquet at Pretoria, said that leg u islation sanctioning the importation of labour would only be introduced if the Council wan sauisiied it was essential to the interests of the country, and in accordance with the wishes of the people. It would certainly proyide for repatriation of ipdentured labourers. THE MACEDONIAN TROUBLES. Received 2, 5.50 p.m. LONDON, Dec. 2. The Kaiser, in a letter commiserating the Macedonian refugees, sent Princess Clementine of Sofia 2000 francs for distribution. RUSSIA AND JAPAN. Received 3, 0.55 a.m. LONDON, Dec. 2. The Times' Tokio correspondent states that all the leading Japanese newspapers declare the nation can no longer endure Russia's slight in neglecting to reply to the Japanese proposals, and in default of a definite answer Japan must take independent steps to secure her interests. I THE VENEZUELAN TROUBLE. Received 2, 10.16 p.m. LONDON, Dec. 2. The Admiralty denies that -a squadron is going to La Guayra.
