LORD ROSEBERY OUTLINES A POLICY. THE COMING ELECTIONS. LONDON, Nov. 29. At Surrey, Lord Roscbery outlined a practical policy, viz., the stimulation of cotton-growing within the Empire, removal of a real tangible grievance (the greater facilities given to foreign ships, which were not now subjected to the same regulations as ours), the development of the port of London, and the promotion of a commercial policy, especially in the Far East. Lord Hals-bury is surprised the Duke of Devonshire does not give the Government and country the benefit of his advice and assistance. Mr Ritchie, late Chancellor of the Exchequer, does not anticipate much remission in taxation in the next Budget, lut says the indirect tax-payer is entitled to first consideration.
In a recent speech, Mr Winston Churchill said that if the Conservative party -became protectionist he would leave it.
Mr Bryce says the coming elections cannot be long delayed. The Government will be met by an absolutely unheroic but united Liberal Party.
