Oishi, ex-Japanese Minister for Commerce, after visiting Manchuria, declared that Russia must instantly stop sending reinforcements or Japan must declare war. RUSSIA BOASTING. I'EKTN, Nov. 30. A Tientsin telegram states that General Wogack, Russia's military agent in Northern China, in replying, to Yuanshikai's remark that Japan could never consent to forego her demand for the evacuation of Manchuria, states that Russia could easily crush so poor and small an opponent at one blow.
