CHINESE TROOPS READY TO FIGHT. LONDON, Nov. 27. The Daily Telegraph's Shanghai correspondent states that the roys of thirteen provinces have offered' the Dowager Empress ninety thousand foreign-drilled troops to tight in Manchuria. PEKIN, Nov. 27. Prince AlexiclY (Russian GovernorGeneral) is expected to reoccupy a number of other towns on the pretext of assisting China to develop Manchuria. CONFLICTING INTERESTS Received 30, 1.5 a.m. LONDON, Nov. 29. Router's St. Petersburg correspondent says Japan recognises that Russian interests dominate in Manchuria ; but insists on the ultimate recognition of treaty rights, open ports, arid the integrity of China, leaving them in abeyance for the present. She also insists on the recognition of Japan's influence in Korea, and the opening of Yongampho Valley. Russia, however, resists the latter proposal, urging that the proximity of the Yongampbo and Yalvi threa* tens her interests, and might lead to a complication' of the difficulties in Manchuria.
