REFORMS IN TURKEY. I Received 26 ( 10.36 p.m. CONSTANTINOPLE, Nov. 26. A favourable impression has been created in diplomatic circles at Constantinople by the Porte's written reply accepting in principle All the points of the Austro-Russian scheme, expressing the hope that in the application of reforms everything calculated to humiliate -Turkey will be avoided* M. Delcasse's latest speech, wherein he declared that Turkey would be committing a great mistake unless she frankly accepted reforms embodying the effective control which was indispensable to prevent a fresh insurrection, and assure the neace of Europe, and the advice of the King' of Greece to accept the scheme in its integrity, impressed the Sultan. ANGLO-FRENCH DIPLOMACY. PARIS, Nov. 26. The British Parliamentary party, accompanied by the Agents-General, now visiting France, was warmly feted at Calais and Paris. A TOWN IN DARKNESS. NEW YORK, Nov. 26. Parts of Petersburg, owing to floods, are in darkness. Some theatres are closed owing to the failure of gas and electric light. THE EASTERN QUESTION. Received 27, 0.50 a.m. LONDON, Nov. 26. The Times' Tokio correspondent reports that Russia remains silent regarding Japan and the minimum proposals. It is feared that unless a basis of agreement is arranged before the Japanese Diet opens on December 6th the situation will probably be carried beyond diplomatic control. A DENIAL. LTNDON, Eov. 26. The Daily Express states that Princess Alice has not eloped, but appealed to tine Pope for a divorce, owing to her husband's unkindness and extravagance. HEAT WAVE IN AUSTRALIA. Received 27,, 1.10 a.m. SYDNEY, Nov. 26. A heat wave was felt over the greater part of the State, the temperature being 95 in the shaide in Sydney. Twenty stations registered 100 and over, and Mount Hope 107.
