Taranaki Industrial District.

We are Indebted to Mr J. H. Roy (Chairman of the Conciliation Board) for tho fo-l, owing copy of the recommendation of the Board ;

In the matter of an award dated 18th day of April, 1908, alining out of a dispute between ths New Plymouth Painters' Industrial Union of Workers and James Bellringer and other employers of labour.

WHEREAS each of-the journeyman painters named in the schedule heisto was tho holder of a permit from the Painters' Union as an incompetent workman under the oth clause of the award authorising the said workmen to work for six calendar months at the lesser wago as specified in the first column opposite his name which permit expired in each case on the 25th day of October; 1903 ; AND WHEREAS each euch workman has applied on the ground of his incompetency to the secretary of the Union for a new permit for six calendar months under the said section, but the secretary has declined in each case to agree thereto on the general grounds that the I'ginteis' Union has resolved not to agree to the issue of any new permits to incompetent workmen ; AND WHEREAS all required proceedings having been duly taken I, JOHN BARTON ROY, tho Chairman for the Conciliation Board for the Taranaki Industrial district, on Tuesday, the third day of November, 1903, at the Courthouse, New Plymouth, heard the claims of each of the workmen named in tho schedule to hive his wage lixed at less than the minimum wago prescribed under tho award ; and also in each caso 'heard tho secretary to tho Painters' Union and the evidence on behalf of tho employe r or the proposed employer. Now, therefore, I, tho said Chairman, after having duly considered all such evidence as aforesaid do hereby find that each of such workmen is incompetent to earn tho minimum wage preecrilied by tho award and do also fix the wage at which each workman may work for and be employed by any employer at the lesser wago specified against the name of such workman in the second column to the schedule hereto for the period of six calendar months from tho dato hereof : SCHEDULE.
