HOUSE OF REPRESENTATIVES. FRIDAY, NOVEMBER 13. The- debate on the 'Frisco mail proposals was continued after the telegraph ollice closed. Sir JOSEPH WARD, in reply thought the proper course to follow was to cultivate, as far as possible, a very near neighbour, instead of trying to hit them in the face. Referring to the cry tliat had been raised for a service via Vancouver, he recalled the time, in 1895, when lie put on the table of the House a proposal to run steamers over that routg ''or ten years. That proposal, ain agreement • t-h'fit rpajly had been made by him in London, was refused by the House, and yet it was said nothing had been done by the Government in respect to a Canadian service. Also there was not a membei in the House who would support the Federal service at a cost of £48,000, against the cost of the San Francisco service. Mr Millar's amendment was lost by 42 votes to 81. The House went into Committee of the Whole to consider the resolutions! Mr JAMES ALLEN moved in the direction of entering into the contract for one year only.-Lost bv 4L to 32.
