* Received 13, 11.20 p.m. PEKIN, Nov. 13. Advices from Tientsin state that the Chinese are moving a considerable number of troops into Manchuria. Received 14, 1.21 a.m. Reuter's Agency reports that China has yielded to Russia's demand to recall Tootai from the Korean border. PEKIN, Nov. 13. A Russian battleship and some transports from v Port Arthur have gone to Chemuephi to assure order there. LONDON, Nov. 13. The Times' Russian correspondents declare that official circles in St. Petersburg admit the occupation of Port Arthur and Manchuria is a mistaken policy, and that there are no prospects of results being commensurate with the vast expenditure. M. de Witto, the author of the scheme, was displaced, and Prince Alcxieff has been entrusted with the work of repairing the errors. Russia's attempt to obtain an ice free port in the Pacific had hitherto failed, and the unsuccessful attempt to obtain Messampho was due to Dalny Harbour freezing since th« breakwater there was constructed.
