Petersburg, October 26, The newspaper fiovykrai, Prince AlexiefiPa organ, declarer that Russia would be able to fight Japan with almost a certainty of success, at the same time conducting a victorious campaign in India, while Germany and Austria protected Russian interests in Europe. It is believed in St. Petersburg that Prince Alexieff favours war, the Cztr and Count Lamsdorff (Minister for Foreign Affaire) preferring amicable arrangements without prejudicing Russian expansion. JAPAN'S FIRMNESS. Tokio, October 26. Veteran statesmen and Ministers conferred at Tokio on tbe Marquis Ito's proposal that Japan shall not in siat on the evacuation of Manchuria if the integrity of China and Korea is respected. It is understood the conference resolved to insist on the fulfilment of Russia's Marchuria pledges, Received 27, 10 30 p.m. Seoul, October 27. The Russian Minister here has sent instructions to Yongampho to allow the Secretary of the Japanese legation to land.
