FISCAL REFORM.
ADDRESS BY MR. BRODRIOK. ! Iter Press Association. Received 26,11.59 p.m. I London, October 26. The Right Hon, St. John Brodrick, •peaking at Guilford, said that Britain •was negotiating with tied bands, foreigners being able to disregard her suggestions on behalf of herself or the colonies. He favoured imposing whatever doty was neceessry upon imports from any particular country treating Britain unfairly. The colonies would thereby benefit. He urged caution regarding Mr Chamberlain's proposals, lest the workers and people with small incomes Bhould interpret therauinsreasing their burdens. It was requisite, also, to know what the colonies would give in return, and whether if preference was offered them, it would be effective bom a colonial standpoint. A OOBBECTION. Received 27,0 4 a.m. London, October 26. The Bight Hon. G. Wyndham stated that while England had free trade with 42 millions, her three principal competitors had free trade with 80 millions, 100 millions, and 120 millions of people respectively.
