I Monday, October 19th. | The House met at 7.30 p.m. | A Bill to provide for the Acquisition of Lands of Scenic or Historic Interact ' was introduced by Governor's message and read a first time. On the motion lor the third reading of the Local Bodies Loans Act Amendment Bill Mr Massey expressed regret that the Government had introduced the Bill which was a distinct departure from the spirit and intention of the original Act and from the intention of Mr Seidon'H predecessors—Sir Julius Vogrf and Mr Ballar.je. After a short discussion Mi Soddon admitted the money granted under the Act had b en carefully used by Local Bodies. He would prefer it if a scheme could be devised under which all money could be allocated by a direct means te local bodies, and the question of roads and bridges removed from the control /of Parliament. The Bill passed'its final stages. The Queen's Scholarships Bill wat read a third time and passed. Ia Committee cn the New Zealand Institute Bill clause 12 was amended. On the motion of Mr Massey a new clause was addtd providing that rules and regulations of the Institute must be laid bafore Parliament.
