m frbss associates. Mklboubhi, October 7. The Right Hon. G. EL. Raid, leader of the Opposition in the Federal House, delivers a series of addresses in Victoria as an opening of the Federal free trade campaign. To-day is the last day on which duties will be collected between the States, except in the case of West Australia, whipb, under a special clause of the Constitution, may impose duties on a gradually diminishing scale for five years. The duties of that State will now be reduced by one-fifth.
