LEGISLATIVE COUNCIL. Thursday, October 1. The Council met at 2.30 p.m. The whole sitting whs occupied in th) adjourned debase on Hod, 0. 0. Bo wen's motion disagreeing with the ruling of the Ohairm in of Committees that clause 30 in the State Fire Insurance Bill could not be amended as it affects money raised by a charge on the people. The motion was carried by 21 to 10. Tha Council adjourned at 4.30. HOUSE OF REPRESENTATIVES. Thursday, October I. The House met at 2.30 p.m. The St. Albans Sp;oial Lam Validation and Empowering Bill (Davey) was read a first time. STANDING ORDERS. Mr Seddon moved tho recommittil of certain clauses of the new Sea tiding Orders. Thii gave rise to a lengthy discussion, during whiah the consideration of other amendments in the Orders was urged, several membars speaking against the alteration of the hour afcer which no new business shall be taken, but the Premier suggested the new system should be given a trial as it was likely to facilitate business. An amendment by Mr Massey also to recommit. Standing Order 55, which was altered to provide that no fresh business fhall be taken afcer 12.30, was carried by 36 to 32. Mr Witheford moved to recommit, for the purpose of striking ou - , Standing O.'der 229 wh : ca prcvera th; publication of matters before Salad Committees, but, after some discussion, he withdrew the motion. Mo Seddon's motion for recommittil was negatived by 42 to 22 (Mr Biddon and the other Ministers voting against it.) Hon. J. McGiwan then moved that the Standing Orders as reported from Committee on the 17th September bp agreed to. Mr Massey referred to the absurdity of the position. He had carried a motion to recommit Order 55, and because that did not suit the Premier he and his party hid voted against; the recommittal of that and other clauses which he himaalf hal moved to ft commit. The discussion was interrupted by the 5 30 adjournment, Eve ma Sitting, The House resumed at 7.30, Mr S a ,ddon svid he prefetred to take the Sanding Orders as amended in Committee on the 17th September than accept Mr Massey'u proposed ameud ment, Mr Birbsr moved an amendment with tho object of leaving the new business limit at midnight, Atter a leng'hy >c, Mr Barber's amendment was l ejeo'ed by 38 to 26, and the Premier's motion agreed to on the voices. Hon. J. Carroll moved the oommittal of the Poukawa (Hawke's Bay) Native Reserve Bil', bringing this Reserve under the West Coast Settlement Reserves Act, 1892. Agreed to, Hon. J. Carroll moved the committal of the Native Townships Amendment Bill to rectify errors in tha laying off of such township?. The Bill was reported from Committee without, material amendment. The Intestate Estates Bill was ccmm'ted. Clause 3, providing that in estates exceeding £SOO the widow shall he entitled to £SOO ind with interest from the da'e of deith at 4 per cent., wan, on Sir W. Russill's motion, altered to m ike the interest 34 per cent. A new clause moved by Mr McNab was losi by 30 to 24, and the Bill reported f>B amended. The Shipping and Seamen Bill was put through its final stages. (Left sitting.)
