BOROUGH COUNCIL.

A special meeting of the Works Committee of the Council was held on Thursday morning. AU members were piesent, the Mayor (Mr R. Cock) presiding. The Mayor explained that he had called the meeting so that Councillors could inset Mr Mesteyer and discuss the various matters regarding loan works. One of the principal items for discussion was the matter of a septic tank. The Harbour Board acd Railway Department had shown soma objection to the present proposed site, and D.'. Valintiae had inspected it. It now appeared as if the only course was to put a direct sewerage pipe right down to low water mark. Mr Mes- | teyer had estimated that any sawerage scheme necessitating pumping would a capital expenditure of £IO,OOO, which was beyoad the mea.na of the Council. The objection to the septic tank was mainly based on sentiment, and he could guarantee to open a tauk even after soma years and no one would koow it was opened. In rcp'y to to the Mayor Mr Mesteyer s-iid tho drainage of th<i town could cot be taken to th? Henui without recourse to pumping, which he would not advise. j Or. Billringer asked if the drainage j from the area oast of Liordet-street could not be taken eastward, Mr, Mestsyer said a pjrtioa of the sewage from the higher levels might be intercepted and taken that way, but a Urge portion of the low-lying areas mint necessarily be pumped if taken towards the Henui, Or, Colli* raid the drainage from most cf thy bu.idiugs in the centra of | | the town was now being ti»keii iutoj the j

There would be a sentimental objection on account of the flow of the effluent into the ssa so near (he baths. j Or. BellriDger said ha timply wanted Mr Mesteyer to it quire into the matter fully, Mr Mesteyer said the presont scheme was moat complete, and had been very carefully considered, At some future another tin If would certainly be required in the east end, In reply to Or Carter, the Mayor j said tho only niie at present available for the propped tank was on the Harbour Board property, for which oom- j pensatitfti would hivo to be piid, I Mr Mesfayor stid the Co3t of this! site would be about .£2OOO. 1 Cr. Carter: Then there is actually! no sitg before the Oounoil. • Cr. Bellringer said the Boar ] hid made a certain offer, and Mr King had shown great willingness to meet the j i Council. He pointed out that Weale's j [boarding-house was at hand and the proprietors bad threatened to hold the
