Sofia., September 15. The Bulgnrian Premier declares that the Government is unable to suppress 'he insurrectionary organisation in Bulgaria. This will provide 10,000 to reinforce the troop? on the frontier, Austria and Russia have protested against the horrible excesses of the Turkish troops, especially the Albanians in the Vilayets of Monastir and Adrianople. As a consequence some of the Albanians have been recalled and sent to their homes.
