Cr. wished to make his position clear, Had he been ptesent at the last meeting ho should strongly have objected to the Council on its own initiation, without consulting its expert advisers, agreeing to pipes from aooSher maker bain? obtained, and considering the stress that Mr Mesteyer laid on the importance of having these pipes as perfect as possible, he protested against the course taken. The Mayor considered it was the Engineer's business to have advised the Council during the discussion if there was any objection to Messrs Carder's proposal. Or. Bellringer considered the Engineer had no right to interfere in a discussion unless he was consulted. The Mayor was ol a contrary opinion, and considered that it was part of the Engineer's duty to put the Council right on a matter of that sort. The diecucsion then dropped.
Or. Oonnett wrote resigning his seat on the Couccil owing to pressure of other business and through ill health. On the motion of the Miyor, the resignation was accepted with regret. Mr Mestayer wrote enolosing copy of a letter from Mr Ferguson, urging that the Council should endeavour to obtain a leduction of rates on the carriage of steel pipes from Wanganui to New Plymouth, tbe present rate being about double that from Melbourne to Wanginui. The Mayor stated that a letter had bsen sent to the Railway Department on the matter, and intimating that unions a reduction was made, the pipss would have to be forwarded by steamer. Me srs Briscoe and Oompmy wrote explaining the delay in forwarding the water mains, which arrived about a fortnight late. Or. Alexander moved that the explanation given being satisfactory, the penalty be not enforced. Some discussion ensued, and further consideration was deferred. In relation to a proposal to erect a bridge over the railway at Hobsonstreot, the Railway Department wrote stating that the street was closed. The matter was referred to the Works Committee. Messrs Govett and Quilliam wro'e advising on the cabstand question. It was resolved to adhere to the sites already fixed. A formal resolution was passed authoring the Borough seal being affixed ■ to the agreement with the County Couneil as to compensation for thp heavy traffic on tha County road The Mayor of Stratford wrote, forwarding copy of resolution passed at Stratford urging the Government to push on the Stratford-Whangamomona railway, and asking the Council to cooperate in the matter. Or. Boliringer moved that the request be complied with. This wae seoonded by .Or. WootJ, who stated that settlers had to pay £9 a ton for carriage of goods.—The motion was carried. Au application for a water supply by Messrs Mills and Harvey was referred to the Works Committee. Mr A. E. Sykes wrote asking for the levels of Dawson-street.—Agreed to. A petition was read from a number of residents asking for the erection of a lamp at the corner of Brougham and Pandarvas-streeta.—To be supplied. Mr Billing, Chairman of the fjlliott Road Distriot, together with Mr Hal Gfoodacre, waited on the Council with a request that Wallace Place should be opened to its full width, as at present there was a bank on on« side of the road which made the road dangerous for traffic, They recommended metalling to tho full width up to the Elliottroad, the Road Board contributing a share of the expense. It was also asked that the road as far as Mr Maissey's be metalled. Or. Brooking moved that the request be made in writing by the two Road Boards, and thon be considered by the Works Committee. Or. Smith agreed with this coi^rsa. Or. Bellringer considered that the Frankley Road Board should be consulted, as they would have to bear a ,ha«e of the cost. The motion was carried. The Works Committee reported recommending:—That Mr McGahey's application for u&e of a portion of Baines Terrace opposite section 791 be granted in terms of his letter at an annual encroachment fe i of Is; that ilr W. R. Ferguson's tender for the manufacture and supply of steel water mains be accepted, all 15in, to be delivered before 31st March, 1904, and 21in. before Ist; July, 1904. Any saving in freight effected by the Council to be allowed for—(no other tender); that the plans of lands and casements to be acquired from Mr H, King as submitted by Mr Sladden ba approved.— Tne report was adopted. Tne Reserves Committee reported recommending that upan the Borough | Solicitors reporting that all papers are in order and all rente and coses paid, l mve ba granted to the Tabakaki News Company to transfer its interest in lease of lot 8, sub 3, Storehouse Reservo, to Mr Montea hj, and aso that eave be gran'ed to vlr Montea'h to frant an unler of the said lotto Itssrs L. 1). Nathan & Co.; that Mr H. F. Russell be informed that the Council do not. contemplate leasing the reserve at cirner of Egm mt and Kingstreets ; that the contractor for outting furzj on lot 9, Ahittoir Reserve, not hiving put in an appearance, the contract be forfeited and a fresh contract be let to T. W. White for £6 lls3d.— Adopted. The special committee appointed to consider the advisability of diverting the Hautobi stream, near the Car-rington-road entrauoe, recommended that the matter be deferred for the present, —Adopted. The committee appointed to interview Mr Yates and the Publio Trust Office, re compensation for land to be acquired at Mangore', reported recommending that the Publio Trustee's claim of £lO per acre for 1| acres be agreed to; that Mr Yates' claim of £7 l(k bo agreed to.—Adopted! The committee appointed to confer with representatives of the Taranaki Council as to the Henui bridge, re-l ported the following offer by that Counoil: —" That the County Counoil, contribute towards the erection of the | new bridge across the Henui stream the sum of £IOO a year for five years, the first payment to be made on completion of the said bridge, suoh moneys to b* made a charge upon the funds by the Waitar* Riding; should the Borough boundary be extended at any time during the five years such contribution to cease." The committee recommended that tho offer be accepted—the County Council to give an assurance that repairs wiil be immediately exeouted at the Wiuwakaiho bridge to the extent of £2OO, atd that, in the event of the Henui Road District jiiuing the Borough, no part of the contribution paid up to the date of amalgamation shall be refunded to tho County Council..-Adop'.ed, On the question of acoounts, th 6 Mayor said he considered that advertising in two papers was a waste of money, and he advocated an alteiation in the present system. Accounts amounting to £621 5s 4d ordinary, £222 19s abattoirs, and £llO2 5s fid on loan account wer passedi Or Wood m ,ved that the question of printing and advertising be referred to the Re-organisation Committee. Seoonded by Or. Brojking and carried. Or Bellringt'v moved that the plans for tho electric lighting scheme be referred to the Worka Committee to consider as to ullonition of lamp*, and that tenders Le called for the snme.
