PER FBBBB ASSOCIATION. London, August 22. Jamaica has asked Mr Chamberlain to raise a half million loan at three per cent, to assist the planters suffering from the cyclone. A Blue Book has been issued which contains the colonies replies with regard to the publication of the proceedings at the Premiers' Conference dealing with preferential trade. Gape Colony, Canada, and New Foundland adheie to the Conference's decision in the matter, while Natal offers no objection to the publication
