TARANAKI EDUCATION BOARD.
The Board met on Wednesday. Present : Meßsra Allsworth (chairman), Adlato, McDonald, Wade, Mackay, Taylor, Fsull and Morton. Tho architect, Mr Jas. Sanderson, rep'.nosd that the piles under the old build tj ut Dudley road were entirely touteo, aod the repairs would be done hy a local carpenter. Plans for residence at Ureriui were being prepared, f h-i repdrs to the roof of the residence -ic JSgaire could be effected at the same time as the internal repairs. The Dudley-road chimney was reported as wor king satisfactorily. —Received. The Inspector's reports on examinations and inspections held we''e considered in committee. - A copy of the In?p ; etorß remarks as to damage at Fiaultl-y-ro.id side school is to be sent to; he trustees.
The Chairman reported the following appointments made : —Bgicont Vilhge, Miss J. F. Tuck (temporary); Oaonui, Mr Bacock (temporary); Lincoln-road, •tr Meyenberg, teacher; TJruti, Mr I3ocoek (temporary), from August Ist; Lincoln-road, Miss L. RiUy, pupil ssacher for July; loglewood, Miss Ingpen, pupil-teacher; Toko, Miss Hall, pupil teacher; Not folk-road, Miss Hart, pupil-teacher. There had been Binsiderably difficulty in filling the i-acAcoy at Mahoe. The vacancy had been ra-advertised, and the applications we;e before the Board.. The TJruti School had been burned down, and ar-
rangements made to carry on in the Hall. Mr Turner had agreed to accept £4O for his claim as to the Punewhakau contract. The chairman desired to acknowledge assistance given by Mr Quilliam, of Govett and Qailliam, and Mr Kerr, of Blandish and K it, in bringing about an amicable settlement.—The report was adopted, and the chairman requested to express to Messrs Kerr and Quilliam the
Board's satisfaction with the manner in which they assisted in arranging the dispute between the Board and Mr Turner. ,Tho Pitzroy Committee wrote asking the Board to pay for the timber required for lining that portion of the assistant's room which was covered by the platform recently removed, the committee arranging for the labour,— Agreed to on receipt! of Architect's certificate.
The question of completing the fencing of the school grounds at Tongiparutu was referred to Mr Fiull with power to ao^. Mr H. S. Wright, on behalf of the Kina-road settlers, wrote asking if the Board would pay rent far a school building if erected, and whether the Boa->l would be likely to purchase the bull liog. -The Board consented to pay 5s a week as rent for a suitable building and supply furniture and tuition, but could not guarantee to purchase tha building nor the length of time they would occupy it, The question of painting the Tikorangi school was deferred till the whole matter of painting was dealt with. The Waihi Committee wrote applying for the erection of a teacher's residence.—No funds at preseut. The Stanley Road Committee wrote relative to improvements needed at tho school grounds, and as to mid-day recess.-- The question of improvements was referred to Mr Mackay, with power to act, and the proposed curtailment of mid-day recess was sanctioned. An application for a clock at Pukearohe was def.rred for the present. It was decided to grant Mr Henderson a lease for 7 yeara of that portion of the Albert Road school grounds recommended by the Committee for
leasing. Mrs Storring's resignation as sewing teacher at Lincoln Road was accepted. The action of the Taiiki, Midhirst, acd Stratford Committees in closing those schools was confirmed. The Mihoe Committee wrote complaining of the manner in which the -Bjard had treated the appointment of a master to that school. The Chairman explained what steps had been taken to fi'l the uacancy. It was resolved that on hearing the chairman's explanation the Board is unanimously of opinion that Mr As'.bury, chairman of the Mahoe Committee, has no grounds for the tone of bis reference to the Board's action, and that the chairman of the Board has done every • thing in h's pcwer to keep the Mahoe sohool open, and deserves the cordial thanks of the Board for the trouble he has taken in the matter. Mr L. 0. Sladden wrote forwarding written descriptions of 59 school districts, as shown on the Board's map?, for the purpose of Gazetting. There will still be 7 districts as to which he had no information as to boundaries, Referred to Reserves Committee to deal with as required by Statute. The Inspector recommended continuing the Saturday classes for a fur ■ ther course of seven lessons on cane weaving under Mrs Dowling.—Adopted.
The Inspector reported recommending refunds for material purchased by teachers and Committees for technical work, amounting to a total of £l6 19j. —Adopted. The Department wrote asking for a report as to the fire at Uruti.—Referred to the School Committee. » A deputation from the New Plymouth School' Committee, headed by the Chairman, MrOollis, waited on the Board, and urged that a special grant l should be made to tb.6 Committee this year to enable them to defray the additional expense, abou3 £9, entailed by the Borough Oounoil bye-law, as to removal of night soil. After fully explaining their financial positioo, the deputation withdrew. Mr Faull moved that for this year only they contribute a sum not exceeding £1 10-', to be by way of £ for £ subsidy. Mr Wade, in seconding the motion, considered the wqufst was a reasonable one under the ciicumstano.s. The Chairman feared that an undesirable precedent would be created, inasmuch as other Committees wou'd coma to the Board for extra help, instead of raising money themselves, and serious difficulty night ensue. He felt therefore, that so as to avoid the Board being placed in an awkward position, he must oppose the motion. Mr Mackay, while at first inclined to agree to a grant on the merits of the case, considered the Chairman's views were sound. Moreover, the Town Oommitte3 wad in a much better position to raise funds than were country schools. Mr Taylor concurred with the last speaker, Mr Adlam supported the motion. On a division the Ayes were: Messrs Adlam, McDonald, Wade, and Fnull. Noes: Messrs Maciay, Taylor, Morton, tnd Allsworth. The mo'ion was lost on the casting vote of the Chairman. Messrs Steer and West, on behalf of the Uuiskama Committee, wared on the Board to urge an enlargement of the school. They pointfd out that the present building was 22 x 18, giving accommodation for 40 children, but in
the summer there was an average «r tendance of 51, and 12 more were txpected. On the motion of Mr Taylor, it was leeided to instruct the architect to >repare plans for an enlargement. The Architect was instructed to give he contractor for the Funewhakau chool notice that penalties for nonompletion will be enforced. A report by the Inspector on the question of increased accommodation at Waltara school was referred to the Fioance Committee for their report. The Mangorei Committee forwarded a petition for the removal of the Lower Macgorei sohool to Pe'rie's corner. Messrs Wade and Morton fully explained the position of the settlers with regard to the schools in the vicinity, and it was decided that the Board sees no further reasons for removing the school than on the previous occasion when the matter was considered. The Teachers' Selection Committee (Messrs Mackay, Alls worth, and AdUm) reported that there were 23 plicants for Toko, 7 for Mahoe, virtually none for Huiroa or Oaooui. In the case of Toko, considerable difficulty bad been experienced in making a selection, as the candidates were so good and 6ven. They pointed out that while there were plenty of candidates for the better cl iss of appointments, the number of candidates for the smaller schools was noi increasing, and as these latter schools were numerous the fu'ure prospect was not encouraging. They recommended the following names to be submitted to the Toko committee : Messrs 0. L Allan Dl, Patrick O'Oea 02, J. E Olanville D2, J. W. M*il 02, A. Gray D2, H. F. Pei.lington D2, R. E. Thomas D 3, F, Hilgeneloof D2, G. H. Pope D2, and B. Bagley D2. For Mahoe the following were recommended : Misses Mcintosh D 4, L, Riley D 4, Oresswell D 4, Messrs J. McGillioran D 3, A. J. Hording D 4. They further recommended that the | vacancies at Huiroi and Oaonui be left | to the chairman to deal witb. Of the 13 candidates for the cadetship in the Board's office they recommended Miss W. Thomson for the appointment,—Adopted.
It was decided that the Chairman's recommendations as to Salisbury Road be adopted.
