The Law Practitioners Bill to enable Engli-h bairi.-tci's and solicitors to practice in New Z-aland without examination, and providing for the reciprocal admission of barrinteis and solicitors from other part") of the British dominion", was reid a second time. On resuming, the Rotakare Domain Act R r p al Bill, to prevent the deB'ructi:ii by thi) 1-S3P£S cf bush on the Rotakare Domain in Hawera district was introclu.eJ by Govercor's me-:sage. Mr Seddon siid compensation would be pud to the leseets of the Domain, ■nd ha afked that the Blil be treatd as a matter of urgency so as to save the doma : n, which was a beauty epot and had valuable historic traditions attached to it.
The Bill was under consideration for the rest of tho afternoon. Several members urged that the Hawera Borough Council, which bad given the lease of the knd, sh.uld be resporsible for tha pi}meet of compensation.
In the coursa of the discussion Mi Seddon suggested that a Royal Commission shou'tl be appointed to go right through the colony and obtain all information regarding bush scenery and beauty spots, and that such spots should thin be taken over by the State, private owners being paid compensation, acd should be reserved to the people for all time.

The Rotokare Domain Act Amendment Bill was farther considered, Several members urged that for the sake of half an acre of. bush the rights of private members were being sacrificed by the Government.
Mr Seddon Uplied that if the scenery was to be preserved the Bill must be passed at once, as the lessees were about to clear the bu=b.
The Hous'j decided by 42 votes to 19 that the Bill sh'uld be treated as a matter of urgency.
Considerable debate took place on the motion for the second reading, which was eventually carried on the voices.
Mr Taylor then moved that the Bill be referred to the Lands Committee for investigation, but this was negatived by 48 to 23.
In Committee on the Bill Mr R McrLenzie moved that the compensation to lesssr-s be piid by the Hawera Borough Council out of borough revenue, itsteid of'oy the State.

Clause 2 w s altered on tie Premier 'a motion t-i provide that compensation ba "us m y bo agreed on between the lessee and 'he Minister for Linds, or in di-fault cf agreement as may be assessed u-ider the Public Works Act, 1894, as in the case of land taken by the Government for a public work." The following new clau-e was added on the Premier's motion " that all sums received by tins Hawera Borough Council from those persons who have been granted leases or agreement a shall be repaid to them by the Council without rxny 'JH-rtion whatever."

SECOND READINGS. On the motion of Mr Seddon the Shops and OihV-s Bill was read a second time pro forma and referred to the Labour Hills Committee. Mr Seddon moved the second reading of the Road and Town Districts Rating Bill, which ha explained gave the.-e local bodies power to increasa their rates to double the present amount. He said he would, in Committee, be prepared to accept an amendment to alio :■> road districts to strike a special it to ibove the limit for specific purposes.
