SOUTH AFRICA.
Per Press Association. Received 21, 0.4 a.m. Cape Town, July 20. The Select Committee of the Transvaal Legislative Council appointed to deal with the diamond mining laws have disagreed, a majority recommending that the owner shall receive an undivided 25 p=r cent, share in the mine, the remainder going to the State, while the Hiinority recommends that the owner shall receive 40 per cent. The Committee unauimously recommended that the owner shall work the whole mine.
